历史文化名城破坏古迹的事件不断发生。既为历史名城，理应保护古城的历史风貌。这就是通过城市建设规划，分别划出保护区和新建区域，既能保护历史古迹，又能进行现代代建设。这在欧洲早有经验可以借鉴。但我国目前普遍存在重建设开发，轻古城保护的思想。有些地方热衷于争当历史名城，但真正的动机却在引资招商，并不把文物保护放在心上。有些地方借发展经济为名，听任中外房地产商大片拆毁古街旧巷。这种现象连北京、福州、扬州和蘇州等古城也都程度不同地存在。
