TheUnitedNationsinspectionsregimethatoperatedinIraquntillate1998destroyedmostofIraq'sballisticmissilesandnuclearandchemicalweaponsprogram.Sincethen,UNfinancialcontrolshavedeprivedtheregimeofthemoneyitwouldneedtorebuilditsmilitarymachineorredeveloptheinfrastructureneededtoproduceweaponsofmassdestruction.Weknowthattheregimelacksthereliablemeansforusinganyweaponsitmighthave.Ofthe819ScudmissilesthatSaddamoncepossessed,allbuttwowereaccountedforbeforetheinspectionsended.Theregimehassomeshort-rangemissiles,anditissuspectedofworkingonlonger-rangemissiles,butsincenonehavebeentestedtheythereforewouldbeofhighlyquestionablereliability.EvenifSaddamhadbeenabletohideawayoneortwolonger-rangemissiles,itisnotclearwhathewouldhopetogainfromirrationalandultimatelysuicidalattacksonIsraelorhisotherneighbors.
