I.BriefIntroductiontotheDevelopmentoftheTianjinBinhaiNewArea

ActivelyimplementingthestrategicarrangementoftheCentralCommitteeoftheCPCandtheStateCouncilforreformandopening-up,theTianjinMunicipalCommitteeoftheCPCandtheTianjinMunicipalPeople'sGovernmentmadethestrategicdecisionofdevelopingandconstructingtheTianjinBinhaiNewArea(abbreviatedasTBNAandalsoknownasNewCoastalDistrict)inlinewiththeconditionsofTianjin,withanaimtoservetheeconomicdevelopmentofthecircum-BohairegionandChina'snorth.Throughten-oddyearsofhardwork,Tianjinhasembracedasignificanthistoricopportunity.TheproposalsontheEleventhFive-YearPlanandtheOutlineoftheEleventhFive-YearPlanapprovedattheFifthPlenarySessionoftheSixteenthCentralCommitteeoftheCPCandtheFourthPlenarySessionoftheTenthNationalPeople'sCongressexplicitlypointedoutthateffortswouldbemadetopromotethedevelopmentandopening-upoftheTBNAandincludetheTBNAintothenationaldevelopmentstrategy.TheStateCouncilissuedtheSuggestionoftheStateCouncilofthePeople'sRepublicofChinaontheRelatedIssuesofPromotingtheDevelopmentandOpening-upoftheTianjinBinhaiNewArea(No.[2006]20oftheStateCouncil).TheTianjinMunicipalCommitteeoftheCPCheldtheEighthPlenarySessionoftheEighthTianjinMunicipalCommitteeoftheCPCandmadeall-aroundarrangementaccordingly.BothmarkthattheTBNAhasofficiallybeengrantedastate-levelstatus.

LocatedintheeasterncoastofTianjin,theTBNAcomprisessuchthreeadministrativeregionsasTangguDistrict,HanguDistrictandDagangDistrictandsuchthreefunctionalzonesasTianjinEconomic-TechnologicalDevelopmentArea(TEDA),TianjinPortFreeTradeZone(TPFTZ)andTianjinPortaswellaspartsofDongliDistrictandJinnanDistrict.TheTBNAboastsaplanningareaof2,270km2,coastlineof153kmandapermanentpopulationof1.4million.

Afteroveradecadeofdevelopmentandconstruction,theTBNAhasmaderemarkableachievements.ItsGDPhasincreasedfrom11.2billionyuanin1993to196billionyuanin2006,withanannualaveragegrowthrateof20%.Itsfinancialrevenuehasrisenfrom2.36billionyuanto38billionyuan.ItsforeigntradeexportvaluehassurgedfromUS$500milliontoUS$22.6billion,upby45times.ItsaccumulativelyactuallyutilizedoverseasinvestmenthastotaledUS$19.2billion.Over70multinationalcorporationsfromFortuneGlobal500havesetup152companiesintheTBNA.Therefore,theTBNAhasbecomeoneofthedistrictswiththehighestprofitmarginforoverseasinvestorsinChina.

Aftermanyyearsofdevelopmentandconstruction,theTBNAhasfosteredcomparativeadvantagesinmanyaspects,whichareofgreatstrategicsignificanceforpromotingbalancedeconomicdevelopmentacrossthecountry.

1)GeographicAdvantages

TheTBNAliesinthecenterofthecircum-Bohairegion,sharingsimilarstrategicimportancewithShenzheninthePearlRiverDeltaandPudongofShanghaiintheYangtzeRiverDelta.Actingasthegatewaytothethreenorthernregions(China'snortheast,centralnorthandnorthwest),withthesupportfromBeijing,TianjinandHebeiProvince,facingNortheastAsia,especiallyJapanandSouthKoreaacrossthesea,theTBNAistheeasternterminusoftheEurasianContinentalBridgeinthenorthofChina,providingaccesstosuchneighboringinlandcountriesastheRepublicofMongoliaandKazakhstantothesea.Asthegatewaytoavasthinterlandcovering12provinces,citiesandautonomousregionsinthenorth,theTBNAboastsoutstandinggeographicadvantages.Thedevelopmentandopening-upoftheTBNAwillbehelpfulforChina'seasternregionstotaketheleadinattainingmodernizationsoastogiveimpetustothedevelopmentofcentralandwesternregions,thethreenorthernareasinparticular,formingacoordinatedregionaldevelopmentpatterninwhichtheeastern,centralandwesternregionscanbetterinteract,complementandsupporteachother,anddeveloptogether.

2)FunctionalAdvantages

TheTBNAintegratesthefunctionsofaport,aneconomic-technologicaldevelopmentarea,high-techindustrialparks,anexportprocessingzoneandafreetradezone.ItisanimportantwindowforChinatoparticipateineconomicglobalizationandregionaleconomicintegration.TheTianjinPort,thelargestinternationaltradeport,hasitscargohandlingcapacitylistedintheworld'stoptenandhastraderelationswithmorethan300portsofover170countriesandregions.In2006ithandled258milliontonsofcargoand5.95millionTEUs.Over70%ofimportedandexportedcargointheportcomesfromBeijing,HebeiProvince,ShanxiProvince,InnerMongolianAutonomousRegion,etc,andover60%ofcontainersintheportarefromthethreenorthernregions.In2006itsimportandexportvaluetotaledUS$101.86billion,ofwhich55%comefromBeijing,HebeiProvinceandnorthwesternregions.ThemajoreconomicindicatorsofTEDAhaveretainedleadingpositionsformanycontinuousyears.TheTPFTZhasbecomethelargestbondedzoneservingtheNorthChina,northwesternregionsandtheCentralNorthChina.Over60%oftotalimportandexportvalueintheTPFTZaregeneratedbyotherprovincesandcities.UpontheapprovaloftheState,ithasbecomeatrialareafortheinteractivedevelopmentoffreetradezonesandports.Asaresult,thedevelopmentandopening-upoftheTBNAmayeffectivelyimprovethelevelofopening-upinBeijing,Tianjin,HebeiProvinceandthecircum-Bohairegionandfacilitatetheirintegrationwiththeinternationaleconomy.

3)IndustrialAdvantages

TheTBNAhasfosteredsuchsevenleadingindustriesaselectronicsandinformation,petroleumexplorationandprocessing,marinechemical,modernmetallurgy,automobileandequipmentmanufacturing,foodandbeverageprocessing,andbiopharmaceuticals.Ithasequippeditselfwithsolidindustrialbasesanddevelopedhigh-techindustrialgroups.Withthewideapplicationsofadvancedscientificandtechnologicalachievements,theseindustrieshavelongindustrialchainsandstrongcapacitytogiveimpetustootherindustries.CurrentlytheTBNAhasbecomeanimportantlarge-scalepetrochemicalbaseandmetallurgicalbaseofChina.ItsIT-relatedmanufacturingindustryalsotopsthelistofthecountry.Itsoutputofoilsleevepipesisamongtheworld'stopfour.Andover1,000enterprisesinChinaprovideaccessoriestotheTBNA.Itsoverallstrengthcontinuesimproving.FollowingtheShenzhenSpecialEconomicZoneandthePudongNewArea,theTBNAhasbecomeanothernewgrowthengineofthecountry.

4)Scientific&TechnicalAdvantages

TheTBNAhasdevelopedamulti-layerscientificandtechnicalinnovationsystem,andinitiallyformedabaseforscientificandtechnicaltalentstostartbusinesses.Atpresentthereare42state-levelandmunicipal-levelscientificresearchinstitutions,over50large-scaleenterpriseR&Dcentersand44postdoctoralworkstationsaswellasalargenumberofseniortalentswhopossessinternationallyadvancedtechnologiesandmodernmanagementexperience.

5)AdvantagesinLandandResources

With1,214km2ofdesertedsaltpans,theTBNAhassomehighlysalinealkalinelandwhichisinappropriateforfarmingbutenjoygreatpotentialforecologicalconservationandconstruction.Thisisraretoseeinlargeandmediumcitiesintheworld.OtherresourcesintheTBNAarealsoquiteabundant.Ithasascertainedtotalreservesofoilresourcesof9.8billiontonsintheBohaiSea,thatofnaturalgasof193.7billionm3,anannualoutputofexploitablegeothermalresourcesof20millionm3,andanannualoutputofcrudesaltofover2.4milliontons.Besides,theTBNAhasalargewetlandnaturalreserveandaplainreservoir,andenjoysgoodconditionsofaneco-environment.Fullyutilizingtheseadvantagesandadoptingnewideasanddevelopmentpatternstopromotethedevelopmentandopening-upoftheTBNAwillbebeneficialtoimplementingthescientificoutlookondevelopment,realizingtheharmoniouscoexistencebetweenmanandnatureandblazinganewtrailforsustainabledevelopment.

II.GuidelinesandPlansforPromotingtheDevelopmentandOpening-upoftheTBNA

Theguidelinesforpromotingthedevelopmentandopening-upoftheTBNAareasfollows.WiththeguidanceoftheDengXiaopingTheoryandtheimportantthoughtoftheThreeRepresents,theTBNAshouldfullyadoptthescientificoutlookondevelopment,furtherliberatepeople'smind,promotereformandopening-up,andexertcompetitiveedge.Withahighstarting-pointandabroadvision,prioritiesshouldbelaidonscienceandtechnologyinnovation,self-innovation,andhighlightingthespecialcharacteristicsoftheTBNAandimprovingitsdevelopmentenvironment.TheTBNAshouldadoptnewideas,newinstitutionalsystems,andnewmechanismstosteadilystrengthenitscomprehensivecompetitiveness,innovationability,serviceability,andinternationalcompetitivenesssothatitwillplaygreaterrolesinpropellingthedevelopmentofTianjin,theeconomicrevitalizationofBeijing,TianjinandHebeiProvinceaswellasthecircum-Bohairegion,theinteractionbetweenChina'seast,westandcentralregionssoastoachievebalanceintheeconomicgrowthofthedifferentregionsofChina.

ThedevelopmentorientationoftheTBNAisthatwiththesupportofBeijing,TianjinandHebeiProvince,servingthecircum-Bohairegion,radiatingitsinfluencetothethreenorthernregions,meetingthedemandsofNortheastAsia,theTBNAwillworkhardtodevelopitselfintoagatewayfortheopening-upofthenorth,anadvancedbaseformodernmanufacturingindustry,R&Dandtransferofhigh-techachievements,aninternationalshippingcenterandlogisticscenterinthenorth,andgraduallybecomeaninhabitant-friendlyandeco-friendlyurbanareafeaturedbyeconomicprosperity,socialharmony,andbeautifulenvironment.

DuringtheperiodoftheEleventhFive-YearPlan,thedevelopmentobjectivesoftheTBNAareasfollows:in2010itstotalindustrialoutputvaluewillreach350billionyuan,withanannualgrowthrateof17%,itsindustrialvalue-addedwillbe230billionyuan,itsregionalfinancialrevenuewillexceed70billionyuan,withanannualincreaseof20%,itsurbanizationratewillbe90%,anditsenergyconsumptionper10,000yuanGDPwilldecreaseover20%.TheTBNAwilldevelopitssocialundertakingsinanall-aroundway,wellreserveitseco-environment,improveitsoverallfunctionsremarkably,keepstrengtheningitscapacityforsustainabledevelopment,andmakenewprogressinbuildingaharmoniousurbanarea.

Toachievetheabove-mentionedobjectives,suchthreestrategiesshouldbeimplemented,namelythestrategyofradiatingitsinfluencethroughopening-up,whichisbeneficialtoimprovingthecompetitivenessofBeijing,Tianjin,HebeiProvinceandthecircum-Bohairegion,thestrategyofradiatingitsinfluencebyactingasangrowthengine,whichisgoodfornationwideregionaldevelopment,andthestrategyofradiatingitsinfluencethroughinnovation,whichishelpfulforexploringnewregionaldevelopmentpatternsinthenewperiod.

ThelayoutoftheTBNAforeconomicdevelopmentcontainsoneaxis,onebelt,threeurbanareas,andeightindustrialzones.TheHigh-techIndustryAxiswillbelocatedalongtheBeijing-Tianjin-TangguExpresswayandthelowerreachesoftheHaiheRiver,theMarineEconomyBeltwillbesituatedalongthecoastlineandHaibinExpressway,andthreeurbanareasandsevenindustrialzoneswillbebuiltamidtheT-shapedstructureoftheintersectantAxisandBelt.

Astothethreeurbanareas,itreferstosuchthreeeco-urbanareasasTanggu,Hangu,andDagang.

TheTBNApossessesthefollowingsevenfunctionalzones.1)TheAdvancedManufacturingZone,withaplanningareaof97km2,willfocusonthedevelopmentofsuchhigh-techindustriesastheelectronicsandinformationindustryandthemodernmetallurgicalindustry,andtheprocessingandmanufacturingindustry.2)TheCoastalHigh-techIndustrialZone,withaplanningareaof36km2,willhighlighttheR&Dandtrainingrelatedtoindependentintellectualpropertyrightandthetransferofhigh-techachievementsinlinewithChina'slong-termscientificandtechnologicalplanning.3)TheCoastalChemicalZone,withaplanningareaof80km2,willemphasizethedevelopmentofpetrochemical,marinechemicalandfinechemical.4)TheCostalCBD,withaplanningareaofover10km2,willconcentrateonthedevelopmentoffinancialinsurance,commerce&trade,culture&entertainment,andexhibitions&tourism.5)TheSeaportLogisticsZone,withaplanningareaof100km2,willmainlydevelopmarinetransportation,internationaltrade,modernlogistics,bondedstorage,distributionandrelatedintermediaryservices.6)TheAirportIndustrialZone,withaplanningareaof102km2,willbeengagedinthedevelopmentofairtransport,processingandlogistics,scientificeducationofcivilaviation,R&Dandindustrialization,manufacturingandmaintenanceofaviationequipment,etc.7)TheCoastalLeisure&TourismZone,withaplanningareaof75km2,willspecializeinthedevelopmentofcoastaltourism,servicesforleisureandvacation,andeco-tourisminwetland.Meanwhile,onthebasisofsufficientdemonstration,theTBNAwillformulateplans,expanditsportthroughlandreclamationandconstructthePort-basedIndustrialZone.Itwillalsobuildseveraleco-agriculturalbasestodevelopcoastalmetropolitanagriculturewithdistinctfeatures.

III.CurrentPrioritiesintheOpening-upandDevelopmentoftheTBNA

1.WewillstrivetobuildtheTBNAintoabaseofmodernmanufacturing,R&DandincubationandsticktotheNeo-industrializationpath.

WhilecontinuingtocementandexpandIT&electronics,petro-chemistry,auto&equipmentmanufacturing,modernmetallurgyandbio-medicine,wewillmakemoreinnovationsinaviationandaerospacesectorsandaccelerateoureffortstoshapethisregionintoastate-leveladvancedmanufacturing&processingbase.By2010,localindustrialvalueaddedisexpectedtohit230billionyuanandtotalexportvaluewillbewellover35billiondollars.

Tofacilitatethedevelopmentofhi-techsectors,wewillputindependentinnovationfirstandbuildmoreR&Dandhi-techincubationcenters.Theclustering,pioneeringanddrivingroleofhi-techresourceswillbefurtherhighlighted.Thecapacityoforiginalinnovation,integratedinnovationandtechnologydigestionshouldbeboostedonaconstantbasisandtheinstitutionforR&Dandapplicationofhi-techachievementsshouldbefurtherconsummatedsoastoupgradeouroveralltechnologylevelandcompetitiveness.By2010,theoutputvalueofhi-techsectorsisexpectedtoaccountforover50%oftheTBNA'stotal.Bythattime,therewillbe100nationalormunicipal-levelR&Dentitiesand200above-municipal-levelR&Dcentersinthisregion.

2.WewillaccelerateoureffortstoconstructtheTBNAintoaninternationalshipping&logisticscenterandgivemoreimpetustothosemodernservicesectorswithuniqueTBNAcharacteristics.

Wewillmakefulluseofourexistingadvantagessuchasgeographiclocation,resourcesandindustrialfoundation,gearupinfrastructureconstruction,andcontinuetheexpansionandupgradeofairportandseaportthroughincreasingsea/airlinesandnewfunctions.Theseeffortswillhelptoimproveenterpriseclustering,marketvibrancyandsupportingservicesforthisinternationaltransportationhub.TheDongjiangPortArea,asakeyprojectoftheTBNA,isexpectedtoserveasthenumberonegatheringpointforinternationaltrade(e.g.internationaltransfer,internationaldistribution,internationalprocurementandinternationalentrepottrade)inNorthChina.By2010,localportwillbeabletohandleover300milliontonsofcargoesand10millionTEUs.Thepassengerturnoveroflocalairportwillreach5.6millionpersontimesanditscargo&mailturnover0.5milliontons.Thetotalimportsandexportsvaluewillreach200billiondollars.

Logisticsconstructionwillbeexpeditedsoastocreateamodernizedport-centeredsea-land-airlogisticssystem.Sixlogisticsbaseswillbebuilttocreateamulti-level,openandlarge-scalenetwork,supplementedbysub-centerswithmoresegmentedfunctionssuchasassembly,transit,storage,processinganddistribution.Logisticsmarketwillbefurtherexpandedandthelogisticsinformatizationandstandardizationworkpromotedsoastomakethisregionareal-senselogisticshub.By2010,thevalue-addedoflogisticssectorwillreach65billionyuan,accountingfor58%oftotalvalue-addedoftheTBNA'sallservicesectors.Naturalresourcessuchasriver,sea,lake,wetlandandterrestrialheatistobefullyutilizedtomaketheTBNAaregionalentertainment&tourismdestination.Inoneword,theTBNAisexpectedtobecomemorecompetitiveandbetterserveandactivateneighboringeconomiesthroughdevelopingmodernservicesectorssuchasportlogistics,finance&trade,exhibitiontourism,etc.

3.WewillacceleratethedevelopmentofcirculareconomyandmaketheTBNAmoreeco-friendly.

Wewillefficientizetheconsumptionofwater,energy,landandmaterialsandencouragethecomprehensiveuseofresources.TEDAandtheDagangPetrochemicalParkwillbebuiltintoeco-industrialparks.Fourcirculareconomyindustrialchains(i.e.petro-chemistry,auto,metallurgy,andpower&seawaterdesalination)willtakeshape.Theenvironmentadmittancerequirementswillbestrictlyfollowedandthoseenterprisesorproductswithhighconsumption,highemission,highpollutionandloweconomicreturnswillberesolutelyeliminatedfromthemarket.By2010,theenergyconsumptionperunitGDPwilldropbyover20%andtheindustrialconsumptionoffreshwaterwillbecutby30%.Thecomprehensiveutilizationrateofindustrialsolidwastewillreach95%.Twoecoconservationareas(withatotalareaof500squarekilometers)willbesetupandproperlytakencareof.Fiveeco-corridorswillbesetupalongsidethecoast,riverandexpresswaystogetherwithseveralecosub-zones.Environmentprotectionanddisasterreduction&preventioneffortswillbeintensified.By2010,thetotalgreeningcoveragerateoftheTBNAisexpectedtoreach40%.Thecentralizeddisposalrateofurbansewageisexpectedreach90%.WaterqualityofthemainchannelsofdownstreamHaiheRiverisexpectedtoreachthestandardofGradeIV,withtheeutrophicationtendencyintheoffshorewaterbodyeffectivelycurbed.Thesecomprehensiveconservationmeasureswillguaranteetheharmoniousrelationshipbetweenresidents,resourcesandenvironmentintheTBNA.

4.Wewillcoordinateurbandevelopmentwithruraldevelopmentandmakeconcreteprogressesinthebuildingofthenewsocialistcountryside.

Wewillmakemorevigorouseffortstotransformtherural-urbandualisticstructure,uplifttheurbanizationleveloftheruralarea.Aunifiedplanningwillbeworkedouttobetterarrangetheinfrastructureconstruction,environmentprotection,layoutofkeyindustriesandsocialundertakingsoftheruralarea.Separatevillagesandtownswillbemerged,abolishedorrelocatedinordertominimizeadministrativeredundancies.Theruralpopulationisencouragedtoconvergeonu
