Overseastrainingregulations
I.Basicrequirements
(a)inaccordancewiththecentralgovernmentongoingabroad(border)newspiritandnewrequirementsoftraining,strictlycontroltheoverallscaleoftraining,trainingprogramstofurtheroptimizethestructure,improvethepertinenceandprofessionalprojects,encourageresearchandproductionneeds,combinedwiththedomesticandinternationalcounterpartstocarryoutthesameprofessionalmonographicstudyofthetrainingprogram,furthertheincreaseofscientificresearchandproductionofprofessionalandtechnicalpersonnel,especiallyinthelong-termtrainingtalentsreserveproportion,resolutelystopthegeneralscaleoftheprojectrebound.

(three)strengthentheorganizationandmanagementofthewholeprocessofthetrainingproject,andstrictlyexamineandapprovethekeylinkssuchastheproject,theimplementation,thesummaryandtheresulttracking.Alllevelsoftrainingabroad(border)centralizedmanagementdepartmentsmustconscientiouslyfulfilltheorganizationandimplementationoftheprojectprocessmanagementresponsibilities,toimproveservicestothegrassrootslevelprofessionaltrainingtalentsespeciallylong-termtrainingmanagementsystem,andconstantlyimprovethequalityandefficiencyofservice.Weshouldcontinuetoimprovethepretrainingandforeignaffairseducationsystemsuitableforsingleorsmallteam.Theactualeffectofstructuraladjustment,scalecontrol,executionrate,nodesummary,timelinessandqualityverification,andlevelandmanagementlevelandservicequalityfactorssuchasachievement,asanimportantreferencefortheproject.
Two,projectreportingrequirements
(1)controlproject
1strictlycontrolthescaleofPartyandgovernmentcadrestraining,andfurtherimprovethequalityoftraining.Provinces(autonomousregionsandmunicipalities)PartyCommitteeOrganizationDepartmentisresponsiblefortraininglocalcadresandcadresReserveManagementDistrictPartycommittee.MunicipalandcountyPartyCommitteeOrganizationDepartmentdoesnotdirectlyorganizeoverseastraining,andthefollowingmunicipaldepartmentisnootherorganizationofcomprehensivemanagementcadretrainingproject.StrictlycontrolthenumberofPartyandgovernmenttrainingprogramsinhotcountries.
2fortheuniversalandhighlyrelevanttrainingprograms,suchasvocationaleducation,teachingmanagement,hospitalmanagementandotherprojects,bytherelevantadministrativedepartmentsinchargeofplanning,organizationandimplementation.Todesigntrainingcoursesoverseastraininginstitutionsrelativelyperfecttrainingpersonnelselectionsystem,arelativelyfixedhighlevel,goodreputationandadvancedandpracticaldemonstrationachievementmechanism.
(2)prohibittheorganizationofprojects

Three,organizationreportingrequirements
Eachunitshouldfurtherimprovethetrainingprojectexpertreviewsystem,strengthentheprojectnecessity,feasibility,feasibility,inaccordancewiththeprovisionsoftheformattofillinthedeclaration.Inprinciple,thenumberofitemsdeclaredinthesameunitshallnotexceed2items.
(two)tostrictlycontrolthenumberofpeopleineachgroup,generallynotmorethan20people,stafffromtheretirementagelessthan5yearsandnotmorethan55yearsofage.Accordingtotheactualneedsofstrictcontrolofoverseastrainingtime,Asiaandneighboringcountriesandregionscanbecompressedto10days,EuropeandtheUnitedStatesandothercountriescanbecompressedto14days.Nomorethantwocitiesoutsidethetrainingsite.
(three)instrictaccordancewiththe,accordingtotheneedsofdispatch,theyhavebothabilityandpoliticalintegrityprinciple,goodpersonnelselectedwork,approvedprojects,inprinciple,itshallnotchangethedispatchedpersonnel.
